Joan's district consists of portions of the southeast quadrant for the City of Atlanta. She won an August 10, 2010 Democratic runoff for the seat and was unopposed in the November 2, 2010 general election.
Commissioner Garner has long been known both for her work in the non-profit sector and for her community leadership. Also an entrepreneur, she founded Garner Results, Inc., a consultancy that develops giving strategies and provides management support to the non-profit and philanthropic communities.
Previously Commissioner Garner was employed as president and CEO of the Historic District Development Corporation, a community-based, nonprofit organization that facilitates the preservation and revitalization of the Martin Luther King, Jr. National Historic District and other historic/preservation communities. She also served as executive director of the Southern Partners Fund, a community-based public foundation committed to equal rights; as co-director of the National Network of Grantmakers, which supports social justice work; and as executive director of the Fund for Southern Communities, which fosters social change in Georgia, North Carolina and South Carolina.
A Washington, DC, native, Commissioner Garner has been in Atlanta since 1978. She is a graduate of the University of the District of Columbia with a Bachelor’s degree in English and earned her Master’s degree in Organizational Communication from Howard University.
In her race for Fulton County Commission District 6, Commissioner Garner received endorsements from the Atlanta Stonewall Democrats, Atlanta-North Georgia Labor Council (AFL-CIO), the Victory Fund, Georgia Equality, the Atlanta Realtors Political Action Committee (composed of members of the Atlanta Board of Realtors and the Atlanta Commercial Board of Realtors), as well as former opponent Sally Smith, a community leader and a retired long-time Fulton County employee. She also received the “Well Qualified” rating from the Committee for a Better Atlanta (CBA) which is the highest in the field of competitors in this race.
Commissioner Garner cites serving her neighbors of District 6 as Commissioner as a mechanism to provide enhanced support to the communities in which she so strongly believes. She works to serves to ensure that the diverse Fulton community continues to prosper, and that it does so with the active participation of people from all walks of life – across District 6 and beyond.
Commissioner Garner resides in the historic Old Fourth Ward neighborhood with her partner of 11 years, Judge Jane Morrison.
