Joan on the issues

Above all, I will be a good fiscal steward for the people of Fulton County. We must ensure that county government lives within its means, while still providing crucial services. I favor applying best management practices to ensure the delivery of quality services. I want to ensure that our wonderful community continues to prosper, and that it does so with the active participation of people from all walks of life across District 6 and beyond. For one, Fulton County is in a strong financial position. Its finances have been well-managed, it has an excellent bond rating, a conservative finance department and money in the bank. Let’s maintain and improve that solid foundation.

I stand for:
  • Delivering public health effectively. Grady serves a crucial role and recent efficiency and budget improvements at Grady are to be commended, but the fact remains that we cannot “emergency room our way out” of the huge portion of the Fulton budget that goes to Grady. We have to look at root causes and solutions.  
  • Ensuring the justice system is effective and efficient. We cannot “arrest our way out of crime.” Ensuring that the courts have sufficient funds to fulfill their constitutional obligations and process cases efficiently is key. Then we must solve jailing issues so that convicted offenders serve their time.
  • Vigilance on public safety, from reducing opportunities for crime to code enforcement issues.  
  • Sustaining the arts in our community. Fulton County really only addresses mandated issues and areas, with the exception of the arts. That’s not mandated and the county has done an excellent job of fostering the arts, particularly at a time when many public education delivery systems are scaling back on arts education. The arts are vital to us, for economic development and more.
  • Thoughtful redevelopment with full citizen participation. I’ve worked in development and know firsthand what a collaborative approach can accomplish.
  • Sustainable, effective, efficient transportation. I support a regional transportation referendum and a regional approach to transportation solutions. We’ve got to ensure access and mobility for Fulton citizens through a thoughtful mix of transportation solutions. We also have to keep in mind that Fulton is the most common destination for the region’s commuters. Viable transportation options are essential for economic development. Although the Beltine has moved to a stage where it is essentially out of Fulton County hands (officially), I will continue to support it as a positive part of a robust transportation option. We have opportunities to let MARTA realize its full potential. A comprehensive plan for roads, rail and light rail is needed.
  • On the proposed Milton County: Creating this new county is not necessary. We must address ways to deliver services fairly throughout the county.
  • Attracting more large businesses and organizations to South Fulton County is important. This translates into financial investments for the County and the creation of jobs.
